iOS requests the use of Location Services so the Philips HealthSuite health app knows when an update is ready. It can also needs it to sync data while other apps are running.
However, the Philips HealthSuite health app does not require the service to function and no location data is stored on the device or in the app.
You can use the app perfectly without location services on. Most Android systems perform background syncing without Location Services.
Note that Android 6.0 does require Location Services to be switched on in order to sync the app with the device.
